Enhanced Regional EU-ASEAN Dialogue Instrument Natural Capital Consultancy
E-READI (Enhanced Regional EU-ASEAN Dialogue Instrument) was a cooperation programme that facilitated dialogues between the EU and ASEAN on policy areas across all three ASEAN Community pillars. It responded to the needs and priorities of ASEAN, in line with the mutually identified EU-ASEAN priorities. Dala was responsible for (1) conducting a regional survey and analysis of Natural Capital policies, legislation and measures adopted and highlighting outstanding initiatives, which could serve as regional role models and (2) facilitating and moderating the Introductory Forum and Workshop on Natural Capital.
Background
E-READI (Enhanced Regional EU-ASEAN Dialogue Instrument) was a cooperation programme that facilitated dialogues between the EU and ASEAN on policy areas across all three ASEAN Community pillars. It responded to the needs and priorities of ASEAN, in line with the mutually identified EU-ASEAN priorities. Under the High Level EU-ASEAN Dialogue on Environment and Climate Change, Natural Capital was one of the specific areas to be addressed. E-READI supported a regional Survey / Study, the presentation of related findings and recommendations at a first Regional Introductory Forum and Workshop on Natural Capital, and - at a later stage - provided Expert Advice to interested ASEAN Member States.
Approach
Dala conducted country visits to Indonesia, Lao PDR, Thailand and Viet Nam and conducted 20 interviews by telephone and in person, designed and implemented an online poll during a forum and conducted an online survey across ASEAN Member States (AMS) garnering 38 responses.
Results
Dala completed a regional survey and analysis, including developing the survey design and methodological approach, tools/framework of and questions to be addressed, lines of enquiry, work plan, division of labour and any constraints foreseen requiring mitigation. Second, Dala facilitated the EU-ASEAN Regional Introductory Forum and Workshop on Natural Capital, which brought together government, private sector, resource people from the Natural Capital Coalition and other ASEAN and EU stakeholders.
Dala delivered a review of existing policies relating to natural capital accounting in ASEAN Member States and conducted stocktaking and gap analysis, focusing on the assessment of existing knowledge (studies/research) as well as on-going and previous initiatives on natural capital accounting, especially in the fields of energy, finance, food processing and agricultural supply chains, textiles, timber, pulp and paper production and furniture, organic agriculture and herbal products.
Dala facilitated and presented early findings during the Introductory Forum ‘Investing in Natural Capital in ASEAN’ in Bangkok.
