Evaluated ClimateWorks Foundation programme implementation and grant engagement in Indonesia
Background
CWF received a $12M grant from the IKEA Foundation in July 2021 to support climate action and philanthropy in Indonesia. The grant enabled the launch of ViriyaENB Indonesia's first national climate foundation and provided approximately $9M for policy design and implementation in sectors driving energy demand. CWF wanted to conduct an evaluation of their programme implementation and CWF grant engagement to provide actionable insights and recommendations.
Approach
This evaluation used Belcher's theory-based evaluation approach (2020) to assess research outcomes and project processes, as well as the project's contribution to complex socio-ecological systems. The method focused on testing the Theory of Change (TOC), recognising that causal processes were often non-linear. In guiding the evaluation, the evaluation team formulated a set of questions that reflected CWF's learning questions to capture successes and challenges in process and outcome realisation. This included aspects related to approach, project contribution, unanticipated outcomes, and project design and implementation. The evaluation focused on capturing the why and how, rather than just the outcome itself.
