Evaluation of Yayasan Intsia Tanah Papua
Final evaluation of the project that aimed to ensure that Indigenous peoples' rights to their lands and forests were recognised by advocating the status change of the Mamberamo Foja wildlife reserve into a national park.
Background
The "Optimising the management of the conservation forest for the Mamberamo Foja wildlife reserve and the Benuki production forest that takes into account the rights of indigenous peoples (Mamberamo Project)", operated from 2018–2022. The project aimed to ensure that Indigenous peoples' rights to their lands and forests were recognised by advocating the status change of the Mamberamo Foja wildlife reserve into a national park.
The Dala Institute was contracted by RFN to evaluate the Mamberamo Project operated by INTSIA in Papua. The evaluation focussed both on programming and management. The evaluation (1) assessed the relevance and effectiveness of INTSIA's project, (2) assessed the relevance, effectiveness and added value of RFN's support as a partner and strategic cooperation on INTSIA's project, (3) identified strengths and weaknesses of the organisational structure and internal management in relation to the project, and recommendations for how challenges could be addressed while strengths could be consolidated, and (4) compared the project's long-term strategy, goals, and outcomes and contribution to the INTSIA and RFN's strategies.
The team leader was Karen Edwards, who worked with Ida Ayu Cintya Yamaswari. Internal quality review was carried out by Rodd Myers.
Approach
The evaluation was conducted using a hybrid format in which data was collected at the household level by enumerators, and remotely by the evaluators.
