MCC Indonesia Green Prosperity Participatory Land Use Planning (PLUP) Portfolio Evaluation
Dala worked with Social Impact Inc. with Myers as team leader and land governance and land tenure specialist, working together with Fisher as analyst for evaluation to explore interim achievement of outcomes, assess implementation in project sites, and assess the likelihood of achievement of long-term outcomes.
Background
The Millennium Challenge Corporation (MCC) entered into a five-year, $600 million Compact with the Government of Indonesia (GOI) in April 2013 to combat environmental degradation and alleviate rural poverty. They established the Millennium Challenge Account – Indonesia (MCA-I), which aimed to reduce poverty through economic growth. The Green Prosperity (GP) Project had a budget of $332 million and was designed to support the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future by promoting environmentally sustainable, low carbon economic growth. The Participatory Land Use Planning (PLUP) activity was designed to 1) ensure that projects funded by the Green Prosperity Finance Facility were designed on the basis of accurate and appropriate spatial and land use data, and adhered to and reinforced existing national laws, regulations and plans; and 2) strengthen the capacity of local communities and district-level institutions to manage their own land and resources. This was to be accomplished through participatory village boundary setting, updating and integrating land and other natural resource use plans, and enhancing district and provincial spatial plans. Dala worked with Social Impact Inc to provide the Team Leader and several support functions.
