Midterm Review of Strategic Collaborative Fund Phase II on Enhancing Regional Collaboration for Environmentally Sustainable and Socially Equitable Development Policies and Practices in Asia
Dala conducted a remote mid-term review on an environmental co-operation initiative operating across Asia and between Asia and Europe. The report served as a guide for Sida, SEI and the granted event organisers to help improve their effective implementation during the remaining period of SCF2.
Background
With support from the Government of Sweden, the Strategic Collaborative Fund Programme (SCF2) on Enhancing Regional Collaboration for Environmentally Sustainable and Socially Equitable Development Policies and Practices in Asia was managed by the Stockholm Environment Institute’s (SEI) Asia Centre from 2018 to 2022. SEI administered the fund, which supported events focused on environmentally sustainable development, gender equality and poverty reduction in Asia.
The purpose of the midterm review was to take stock of the programme’s progress against initial plans, assess where the programme stood against the expected outcomes, work plan and targets set for it and to make solid recommendations about the best way forward to ensure that the programme achieved its stated objectives. The report served as a guide for Sida, SEI and the granted event organisers to help improve their effective implementation during the remaining period of SCF2.
Approach
Dala answered review questions by analysing secondary documents and conducting 18 remote interviews with sampled SEI, grantees, funders and partners. Respondents were engaged in activities related to agriculture, climate change adaptation, climate finance, environmental co-operations, gender, and water within Asia and between Europe and Asia. Empirical data informed forward-looking recommendations to management. Findings were presented to SEI and Sida in both drafts and a presentation, and client feedback was considered in the final version of the report.
