Report for Review of Multistakeholder Forestry Programme (MFP)
This report presented findings from the activity referred to as the Review of Multistakeholder Forestry Programme (MFP). The activity was intended to be a review of the journey of MFP, a bilateral cooperation programme between the Government of Indonesia (GOI) through the Ministry of Environment and Forestry (MOEF) and the United Kingdom (UK) Foreign, Commonwealth, and Development Office (FCDO) through the UK Climate Change Unit (UKCCU).
Background
To date, MFP had been running for 22 years since it was first initiated in 2000. The programme completed three phases and ran its fourth phase. The first MFP phase (MFP Phase 1 or MFP1) was implemented in 2000–2006. In 2007, MFP started its second phase (MFP Phase 2 or MFP2) which ran until 2014. The third phase of MFP (MFP Phase 3 or MFP3) began in 2014 and was in implementation until early 2018. The MFP entered its fourth phase (MFP Phase 4 or MFP4) in 2018 and was planned to end in 2023. The review was meant to provide a longitudinal look at the delivery models or modalities used by MFP phases throughout the span of the programme.
Approach
Data and information were gathered from two main sources:
- Relevant documents obtained through desk research and shared by relevant parties.
- Semi-structured key informant interviews with relevant informants who had familiarity or involvement in one or more of the MFP phases.
Analysis of the collected data was guided by two principles: a retrospective-prospective time series lens and a utilisation-focused evaluation. In following these principles and to address the ROs, four approaches or tools were used: (i) contextual analysis, (ii) actors mapping analysis, (iii) process evaluation, and (iv) needs assessment. Annexe 4 provides a visualisation mapping these principles and approaches to each of the ROs.
