Socially Inclusive Sustainable Energy Transition for Provinces in Indonesia

Advancing a low-carbon energy transition that better integrates socio-economic dimensions, inclusivity, fairness and just transition considerations into regional energy planning and development planning.

Background

The Socially Inclusive and Sustainable Energy Transition (SISET) project was implemented by UNEP Copenhagen Climate Centre (UNEP-CCC) and the Dala Institute, funded by Danish Development Agency (DANIDA) with support from BAPPENAS as main national political partner, to support selected provinces in Indonesia in advancing a low-carbon energy transition that better integrates socio-economic dimensions, inclusivity, fairness and just transition considerations into energy planning and implementation. The project initially focused on two provinces—South Sulawesi and West Java—as case studies representing different regional contexts, institutional readiness, and renewable energy development pathways.  

 

SISET was designed in response to a growing recognition that renewable energy development at the subnational level is often approached primarily from a technical and infrastructure perspective, while social, economic, and governance dimensions remain less integrated into regional planning processes. The project therefore sought to strengthen the alignment between renewable energy development and regional development priorities, while also encouraging more inclusive and cross-sectoral planning approaches. 

 

The project focused particularly on renewable energy development, especially solar and wind energy, and explored how provincial governments and local stakeholders could better integrate socio-economic co-benefits, workforce development, gender and inclusion considerations, and local economic opportunities into energy transition planning and implementation.  

 

SISET was implemented in two phases. Phase 1 (late 2023–mid-2024) focused on contextual analysis and baseline assessment, while Phase 2 (mid 2024–mid 2026) focused on stakeholder engagement, co-creation processes, technical assistance, capacity-building activities, and the development of practical planning tools to support inclusive renewable energy development at the provincial level. 

Approach

SISET adopted a participatory and adaptive approach that combined research, policy engagement, and practical capacity-building activities. Rather than introducing a fully prescriptive framework, the project emphasized co-creation with government stakeholders, continuous dialogue across sectors, and the development of context-sensitive approaches that could be adapted to provincial planning realities. 

 

Throughout the implementation process, the project engaged a wide range of actors, including provincial and national government agencies, state-owned enterprises, universities, civil society organizations, development partners, and local practitioners, to better understand existing challenges, institutional dynamics, and opportunities for integrating renewable energy with broader socio-economic development goals.
