South to South Just Transitions (Just Transition Phase II)
The project aimed to facilitate south-to-south learning on the strategies for developing and least developed countries to achieve a timely and inclusive Just Transition (JT) to low-carbon economies which were aligned with their country's development priorities and contributed to the goals of the Paris Agreement. The project demonstrated the possibility for JT in developing and least-developed countries and deconstructed the perception that JT is only for developed countries.
Background
Building on the previous Climate Strategies project "Incorporating JT Strategies in Developing Country NDCs and Post-Covid Responses", this project worked with partners in 9 developing and least-developed countries to facilitate south-to-south learning to deconstruct the perception that JT is only for developed countries and to enable the introduction of JT strategies into developing and least-developed country climate plans that aligned with their development goals. The project built on previous research in Ghana, Colombia, and Indonesia, adding new insights from Vietnam, Kenya, Argentina, Laos, Malawi, and Bangladesh.
The expected impacts of the project were:
- Shift the mindset of governments that JT is relevant to developing countries by learning how it can be applied to different contexts
- Increase active dialogue between governments and societal stakeholders
- Influence government uptake of Just Transition by working with providers of capital
- Create a network of countries implementing Just Transition in their climate plans

Approach
Dala Institute worked at the national and sub-national levels to deliver the following:
- Developed a communication and stakeholder engagement strategy
- Developed guidelines and a toolkit to support the process of co-designing JT commitments and strategies
- Researched and wrote a chapter on main national investment priorities and gaps
- Delivered tailored training, co-creation workshops and capacity-building
- Developed a final report on the national political, socio-economic, and investment contexts of the just transition
- Made a recommendation brief to the international community
- Engaged in international collaboration, knowledge sharing, and engagement
Results
This work resulted in the "Exploring Just Transition in the Global South" Report.
